National Biodiversity Strategy and Action Plan

Singapore's commitment to biodiversity conservation is embodied in our National Biodiversity Strategy and Action Plan (NBSAP), launched by NParks in 2009 and updated in 2019.

Titled “Conserving Our Biodiversity,” the NBSAP provides a framework to guide our efforts to conserve Singapore's rich biodiversity, keeping in mind the challenges of achieving this within a densely populated city-state and the need to balance development with conservation.

The Principles and Goals below underpin the NBSAP and guide the strategies and actions within.

The NBSAP sets the framework for sustainable biodiversity management in Singapore. The aim is to create an urban biodiversity conservation model tailored to Singapore's unique circumstances.

The following principles guide the implementation of the NBSAP:

  • The biodiversity resources of Singapore are our natural heritage and should be conserved for future generations.
  • Considerations of biodiversity and ecosystems are factored into the national planning process.
  • A balanced approach is adopted to address national priorities while meeting international and regional obligations.

The goals of the Plan mirror the objectives of the Convention on Biological Diversity. There are 3 key goals:

  1. Conserve and enhance biodiversity
    Conserve biodiversity at genetic, species and ecosystem levels to ensure long-term sustainability. Efforts will be made to slow the decline in biodiversity, conserve existing species, habitats and ecosystems, and re-establish species that have been lost.

  2. Ensure sustainable use of biodiversity resources
    Biodiversity use, including ecosystem services and by-products, must be sustainable. Multi-agency cooperation will be key in assessing, monitoring and regulating conservation processes.

  3. Fair and equitable sharing of benefits
    Develop and implement policies that ensure fair and equitable sharing of benefits from the use of Singapore’s genetic resources, to balance conservation with sustainable use.

Regular monitoring and evaluation of the NBSAP is crucial to track if our implementation efforts are able to meet Singapore's national objectives and international conservation obligations.

Every 5 years, Singapore's overall conservation agenda is reviewed alongside the Master Planning process. We track the progress of specific actions and projects, ensuring that our initiatives under the NBSAP continue to protect Singapore’s plants and animals.

Updates

The NBSAP was last updated in 2019 with national targets that were aligned with the CBD Strategic Plan for Biodiversity 2011–2020 and the Aichi Targets.
