Apply for on-location filming permit

A permit is required for all filming and commercial photography in our parks and nature reserves. The type of permit you will have to apply for depends on the nature of your project.

When to apply

At least 1 month before the proposed filming or photography dates.

Last-minute applications may not be processed.

Online via the respective application forms, depending on the scope of your project.

How much it costs

No application fee is required.

How many applications you can make

As many as you wish by submitting one application for each location.

How many locations per application

1 location per application if you have multiple locations.

You are not allowed to make a single application for multiple locations.

Small-scale filming and commercial photography

Filming and commercial photography projects are considered to be small-scale if they meet the following conditions:

  • Project scope: Not related to or pertains to NParks' area of work.
  • Number of participants: Involves less than 16 participants.
  • Equipment: Does not involve flying drones or require set up of large or bulky equipment such as dolly tracks. 
  • Type of project: Not a query by a media organisation (which includes but not limited to news organisations under Singapore Press Holdings, Mediacorp and international news agencies) or a request by a member of the foreign diplomatic corps.
  • Location: Any of our parks except for the following:
    • Nature reserves or nature park networks
    • Ann Siang Hill Park
    • City Green
    • Empress Place
    • Esplanade Park
    • Fort Canning Park
    • Hong Lim Park
    • HortPark
    • Istana Park
    • Jurong Lake Gardens
    • Tanjong Pagar Park
    • Telok Ayer Park
    • Telok Ayer Green
    • War Memorial Park
    • Raffles Place Park
    • Singapore Botanic Gardens
    • Youth Olympic Park

Apply for a small-scale filming and commercial photography permit

If your project does not fulfil any of the conditions for a small-scale filming and commercial photography permit, you will have to submit one of the following forms instead:

Read them carefully before applying for your permit.

Requirements and considerations

You should:

  • Carry out your activities on weekdays during off-peak periods, and as far as possible, limit hours and crew numbers to minimise crowding.
  • Comply with the Infocomms Media Development Authority guidelines when filming or taking photographs in our parks and gardens.

Filming requests in our nature reserves and nature parks are reviewed stringently and approved on a case-by-case basis. You are advised to explore other locations if your project is unrelated to conservation, biodiversity or sustainability.

You are also not allowed to do the following:

  • Use flash photography.
  • Use props or throw confetti or flower petals.
  • Set up equipment other than a tripod.
    • You will have to share the space and minimise inconvenience to other visitors.
